Iphone photo synchronization impossible because itunes is missing the Photo tab option?

so, i got the iphone 3gs 16 gb yesterday, and have started transfering music to my phone – which works just fine. however, i cant seem to transfer pictures from my pc to the iphone because the photo tab on itunes is missing. its listing all the other things such as music, movies, podcasts etc.. and ive seen other people’s itunes where the photo tab is shown as one option in the menu bar (so im not just not seeing it bc im slow lol). yet on mine it simply isnt there :/ how do i fix this? my pc is a windows vista by the way, and i have the newest itunes version, so that cant be the problem.
