Optimization of gold is illegal downloading?

I have iTunes and Windows XP, so do not have the convenience of getting cover art and users Vista do. There is a program called TuneUp, which cleans your songs and the artwork for you, but costs 35 €. There are a few websites that offer this free download but is it illegal?

It is illegal, provided you do not have a license. To obtain a license, you must pay for it or the author must present a copy to you.
