iTunes help please ??????????

I recently received a laptop. Before that, I've been using my family computer to sync my iPod Touch and buy music. I can use my father's account so we can share the money and the songs on it. I downloaded from iTunes on my laptop and not that thing homesharing. It is loaded in, then closed it because it was 1:00 a.m. and I had to go to Scholl in the morning .. So anyway, when I turned my laptop today, I opened Itunes and signed on as my dad, but then I thought I should make my own .. so I put my sn and password and says I have to put in a credit card information. Do not have to put that information to make the account in the family computer … So basically what I am is wondering why I have to put my payment information if not when I was on my computer normal? Also, if I have to put in my credit card to Parents, do you realize that every time you buy a song or application? Or just take it off my card? Thanks, and sorry I was a bit long
